City ordinance and state law provides employees the right to organize and bargain collectively with the city, protecting the rights of city employees and labor organizations. 

The Human Resources Department takes a lead role in promoting harmonious and cooperative relationships between the city and its employees; to ensure the rights of citizens to the orderly and uninterrupted delivery of services.
